From Landfill to Demonstration Garden

What can you do with a closed landfill? Thurston County was faced with this question when an old section of the landfill, in use since the 1940's, closed in 1991. Their answer? Make a park out of it! But not just any a park - a park that would promote waste reduction and recycling while providing residents with an area to recreate. Hence, Closed-Loop Park was born.

Closed landfills worldwide have been developed into a variety of things such as ball fields, arboretums, golf courses, open-space, wildlife reserves and convention centers. However, Closed-Loop Park is one of the first parks to be built on top of a lined landfill. The 60 ml plastic liner only 16-18 inches from the surface covers decades of accumulated garbage. The liner prevents rain from soaking through the garbage which would create toxic leachate (or "garbage juice") that could sink into the groundwater. The liner also prevents methane gas formed by the slowly decomposing garbage from escaping to the surface. (The methane is collected in pipes installed under the liner and burned at a flare located at the north end of the current landfill site.) Though the liner serves an important purpose in protecting the environment, it also places restrictions on how the park can be developed. Trees are out, as their root systems could damage the liner. Any structures must be secured near the surface, as the liner must not be penetrated by post holes or foundations.

However, plenty of options remain for using this land which has already provided Thurston County residents with a vital service. Closed-Loop Park is on the gently rolling hill of covered garbage. A garden full of flowers, herbs and vegetables marks the entrance to the park. Here, low-impact gardening and composting techniques can be learned. A jogging trail traverses the park. On top of the hill, a strong breeze is usually present, perfect for kite-flying. Breathtaking views of both Mount Rainier and the Olympic Mountains dwarf the activities of the landfill operations.

The park site is located on a highly visible and well traveled spot adjacent to the Hawks Prairie Landfill. You are invited to explore and enjoy this new recreational and educational addition to our community.
